Job description

An opportunity has arisen for the role of an experienced Risk and Compliance Officer with responsibility as MLRO to join our Irish Fund Services business. Our team provides fund administration services to our alternative fund client base including clients focused on Private Equity, Private Debt Fund, real estate, infrastructure and credit clients.

The role is a Pre-Approval Controlled Function (“PCF”) as defined by the Central Bank Reform Act Regulations 2011 (PCF-14 and PCF-15).

Day to Day:

As Risk Officer you will:

  • Ensure that we have strategies in place to assess and maintain on an on-going basis to enable IQ-EQ to identify, measure and manage the sources of risk
  • Implement appropriate controls and frameworks to mitigate Risk across the business and provide regular and accurate Risk Reports to the Board in accordance with the Risk Monitoring Framework. 
  • Deliver the agreed strategy targets within the Risk function, through effective management, motivation and development of our employees
  • Ensure the ongoing monitoring of the operating environment including changes and developments in relevant laws, orders, regulations and best practice and make recommendations to the Board in order to improve the relevant risk management systems of IQ-EQ.
  • Ensure that Risk management processes are embedded in the culture, operations and systems used by all employees, driving and exemplifying adherence to agreed policies, procedures and applicable regulation.
  • Provide advisory and assistance services to the company’s governance and assurance functions in all fields on which the risk has impact (i.e. launch of new products and services). 

As Compliance Officer you will:

  • Maintain an effective, integrated, proactive and risk-based Compliance monitoring program for the management of regulatory, compliance, AML/CFT risk for IQ-EQ
  • Be accountable for the quality and consistency of compliance performance and provide independent oversight of regulatory, AML/CFT and compliance risks and controls
  • Implement compliance strategy for the Irish Funds Services business and be responsible for assessing and managing the inherent compliance risk, including being accountable for instilling within the business the central role they play as the First Line of Defence
  • Promote strong compliance culture to ensure that IQ-EQ complies with its regulatory obligations and ethical standards.  
  • Report on a timely basis, and in adequate format, of significant compliance issues and relevant updates, significant regulatory developments and regulatory exams and internal compliance initiatives
  • Manage the regulatory change agenda and have maximum flexibility to pursue enterprise and businesses’ strategic objectives within the governmental and regulatory environments in which we operate
  •  Act as point of contact with the Central Bank of Ireland on compliance matters and are responsible overall for regulatory reporting in accordance with the CBI’s reporting requirements for fund administration service providers. 
  • Ensure that the CBI Fitness and Probity Regime requirements are adhered to by PCF staff.
  • Deliver Compliance and AML training to the business where necessary
  • As we grow the business, you will develop the Irish Fund Services compliance team to achieve a motivated and professionally developed team as well as to achieve growth and effectiveness of service delivery for all internal and external clients

As Money Laundering Reporting Officer you will:

  • Oversee and manage financial crime risks for the business and implement processes to identify financial crime risk that considers clients, products, distribution channels, complexity and types of transactions, systems and the internal operating and regulatory environment in line with IQ-EQ Group and IQ-EQ Group AML requirements.
  • Maintain oversight responsibility of the AML and Suspicious Activity Reporting architecture
  • Collate review and assess internal suspicious activity reports and report to the relevant authorities as the MLRO and update the register as appropriate of internal and external suspicious activity reports
  • You will maintain Continual Professional Development at a level required by the role and/or for existing professional qualifications to meet regulatory requirements

Qualifications

  • Minimum of 5 years’ experience in a similar role
  • Sound knowledge of the local legislative and regulatory framework
  • Comprehensive knowledge of funds and related investment activity.
  • Experience of compliance and risk is essential.
  • Experience of internal audit or review work would be preferred.
  • Comprehensive team management experience
  • Knowledge of Funds Law, AML Law, Data Protection and Financial Crime legislation in Ireland as it pertains to the Irish Fund Services business.

This role is a Pre-Approval Controlled Function (PCF 14 and PCF 15) and any candidate will have to be approved by the Central Bank of Ireland and will be required to be subject to its Fitness and Probity regime
