Job description

The overall goal of the Risk & Compliance function is to protect the IQ-EQ Group brand and to support the successful execution of the Group's business strategy through the delivery of an integrated compliance culture and programme across the Group. Risk & Compliance aims to support the Board and senior management to fulfil their statutory and regulatory obligations, by helping to ensure compliance with the laws, regulations, principles and codes established by our regulators. 

The principal areas of focus are:

  • Embed a framework of risk and compliance processes across the cluster to ensure that all entities are operating effectively
  • Perform relevant risk and control assessments across the cluster entities
  • Support Head of Risk & Compliance to identify and mitigate risks across the cluster.
  • Lead second line oversight of client onboarding
  • Timely and ongoing identification, assessment and communication of applicable regulatory requirements;
  • Development, where necessary, of local compliance policies and procedures for use/reference by Unit employees;
  • Development, documentation, and maintenance of a system of controls reasonably designed to achieve compliance with applicable regulatory requirements;
  • Effective monitoring and oversight of day to day compliance activities throughout the UK & Ireland Cluster;
  • Timely and accurate reporting to the relevant Board(s) and to Group on the overall status of risk and compliance across UK & Ireland Cluster.

Responsibilities and Key Tasks

  • Promoting and supporting an effective Risk & Compliance culture:
  • Supporting identification, monitoring and reporting of risk within the business.
  • Conducting risk and control assessments
  • Ensuring that applicable policies and procedures are kept up to date for changes in regulations and in regulatory expectations (e.g. “Dear CEO Letters, published regulatory guidance etc) and that management and staff are kept apprised of such changes;
  • Building and maintaining relationships with the business and senior management, in order to be able to identify and advise on any risk and compliance issues in a proactive and timely manner, ideally at the “embryonic phase” of business development;
  • Providing regulatory advice and guidance to the First Line (both client-specific and in respect of broader business initiatives) to ensure that regulatory compliance is maintained;
  • Assisting the operational areas to identify and embed key compliance related controls, including policies and procedures.
  • Providing guidance on the proper application and interpretation of laws, regulations and policies applicable;
  • Supporting collation of MI, KRIs or other information for reporting to the Board, Group Risk and other relevant stakeholders on a periodic basis and advising them of key regulatory risks emerging within the business in a formal context;
  • Supporting the Head of Risk & Compliance in managing and reporting significant legislative breaches in an independent and appropriate manner;
  • Delivery of training sessions on compliance-related matters to improve compliance awareness amongst First Line staff; and
  • Deputise, as agreed, in Group and Unit governance and oversight fora – e.g. New Business Acceptance Committee (NBAC), Risk & Compliance Committee (R&CC), etc

2. Supporting a robust Financial Crime risk management framework and culture. 

  • Support the MLRO in the preparation and maintenance of an AML Business Risk Assessment in line with applicable regulatory requirements;
  • Policy advice and standard setting;
  • Support to the First Line on Financial Crime related matters, including regulatory developments, AML/CTF risk management and governance, Sanctions, Anti-Bribery & Corruption, and responding to client-specific enquiries and transaction specific incidents;
  • Conducting new business reviews;
  • Operational support for transaction monitoring and client screening;
  • Supporting enhanced due diligence (EDD) on PEP and High Risk relationships;
  • Support MLRO in the handling of internal and external SARs;
  • Delivery of AML training & awareness; and
  • Support with Group Risk Reporting and escalations

3.    Compliance monitoring and surveillance:

  • Support with development and execution of a robust but proportionate structured Compliance Monitoring Programme (CMP). 

4.    Support the management of regulatory relationships: 

  • Support Head of Risk & Compliance in liaison/interface with the applicable regulatory authorities (FCA, HMRC, DoJ). This will include:
  • Supporting a constructive, open and transparent ongoing communication process with our regulator[s]
  • Supporting applications for new or amended regulatory authorisations to ensure that UK & Ireland Cluster holds and maintains all necessary licenses for its regulated activities;
  • Supporting the response to results of regulatory examinations and inspections;
  • Supporting the disclosure/notification to regulator of reportable items and events; and;
  • Ensuring accurate and timely submission of all required regulatory returns.

Qualifications

  • Risk, Compliance or Audit relevant professional qualifications or willing to work towards one (essential)
  • 5+ years’ experience of risk identification and mitigation in financial services (essential)
  • Knowledge of funds and/or Corporate Services in UK or Ireland (highly desirable)
  • Knowledge of risk management particularly risk and control assessment (essential)
  • Knowledge of relevant UK or Ireland Anti Money Laundering regulation (essential)
  • Highly competent communicator both verbal and written (essential)
  • Organisational, analytical and monitoring skills (essential)
  • Ability to engage, challenge and influence Senior Management (essential)
